Romney's meta narrative

Brad Norington in The Oz http://www.theaustralian.com.au/news/world/detail-goes-awol-as-mitt-romney-flexes-his-foreign-policy-muscles/story-e6frg6so-1226492339027

Mitt Romney's address to Virginia Military Institute (Detail goes AWOL as Mitt Romney flexes his foreign policy muscles, 10/10) may be a significant marker in his electoral fortune. He promised to deliver "the arms they need to defeat Assad's tanks, helicopters and fighter jets" to rebel groups via a back door. Hard heads in military circles may want to know what hardware he means, specifically, will be dropped in to combat those tanks, helicopters and fighter jets.
Putting aside the Romney family's lack of familiarity with actual service, America's military families may welcome the hint of a promise to engage in overseas adventures that do not include putting US boots on the ground.
"Back door" intrusions bring their own sets of problems, though, each with different potentials for blow-back, but all of them largely hidden from the view of voters and susceptible to rorting & corruption.
Maybe he means using the tools of the Taliban - IEDs & SMAWs & MANPADs - that threaten to blow the US out of AF.
